Rental Management Documents in Israel

To entrust the management of a property in Netivot to us, you must provide an extract from the tabou, proof of payment for arnona and vaad bayit, as well as technical inspection reports. We also require documents relating to guarantees, such as the shtar ’hov, and your local bank details to ensure the compliance of financial flows. This documentation allows us to precisely define the distribution of charges and identify the equipment for which maintenance is the owner’s responsibility.

Proof of ownership and property identification via the tabou

The first step of our mandate is to verify the ownership of the property. You must provide us with a recent extract from the tabou. This document is the sole proof of ownership enforceable against third parties in Israel. It allows our services to confirm that you are the legitimate owner and to verify the absence of mortgages or liens that could block the rental process. If you purchased the property via a sales contract (rechnat) that has not yet been registered in the land registry, please send us the complete sales file so that we can establish the chain of ownership.

We then proceed with a verification of the consistency between the registry data and the physical reality of the apartment. A discrepancy between the number of rooms declared in the cadastre and the actual configuration can lead to disputes with the future tenant. We compare the provided floor plans with the apartment description to avoid any error in drafting the lease agreement in Israel. This step is crucial for defining the exact rental surface area and the equipment included in the rent price.

While real estate transactions in the US or UK rely on different closing processes, in Israel, updating the tabou is the element that secures management. Without this extract, we cannot guarantee the validity of the lease signature or your legal standing as a landlord.

Technical status and building inspection (bedek bayit)

To avoid conflicts during the move-in inspection, we ask you to provide a building inspection report, called bedek bayit, conducted by a professional. This document is not a legal requirement, but it serves as our working basis to distinguish between routine maintenance and wear and tear. We use this report to list the equipment that remains your exclusive responsibility.

The inventory must be exhaustive regarding the following points:

  • The operation of the doud shemesh (solar water heater) and the condition of the tanks.
  • The performance level and cleanliness of the mazgan (air conditioning) filters.
  • The sealing of the windows and the condition of the seals on the mamad (security room) door.
  • The water pressure in the sanitary facilities and the condition of the faucets.

If you wish to rent out your property from abroad, providing these technical reports is essential. This allows us to act immediately with a repairman in case of a breakdown without having to contact you for every technical detail. A mamad door that does not close correctly or a faulty mazgan are major points of friction that we manage through these preliminary documents.

Documents relating to common charges and arnona

Managing charges requires total transparency regarding your past payments. We ask you to provide the payment history for the vaad bayit. If there are accumulated community debts, the vaad bayit may demand immediate settlement during a change of tenant, which complicates cash flow management. We verify the regularity of these payments to ensure the continuity of building services (elevator, cleaning, common area lighting).

Regarding municipal tax, please send us the latest arnona payment notice. This document allows us to know the exact amount of the tax and adjust the distribution in the lease agreement. In Israel, rent indexation is based on the cost of living index, but arnona management must be isolated to avoid any confusion with the net rent. We use this information to establish a precise rental management report in Israel: financial monitoring and control.

We also require proof of periodic maintenance costs for common areas. If the building is undergoing renovation or specific maintenance of the roof or facade, we must know the cost to inform the tenant of any temporary usage restrictions. This prevents claims regarding the peaceful enjoyment of the property.

Management of guarantees and the shtar ’hov

Securing rent payments relies on specific tools. You must provide us with the shtar ’hov (promissory note) templates you typically use, or authorize us to use ours. The shtar ’hov is a debt recognition signed by the tenant and their guarantor. It is not insurance, but a legal instrument allowing for the recovery of due sums in case of non-payment. We do not collect any amount related to this document at signing; it serves solely as a legal guarantee.

For every prospective tenant, we proceed with a solvency check of the guarantor. To do this, we ask the candidate to provide the following documents:

  1. The last three pay stubs or proof of income.
  2. A recent bank statement showing the capacity to cover charges.
  3. A valid ID for the establishment of the shtar ’hov.

There is a fundamental difference between the shtar ’hov and other forms of guarantees. Unlike a bank guarantee that freezes funds, the shtar ’hov is a commitment to pay. We need to know if you also require rent default insurance, as this modifies our recovery procedure and the documents we request from the tenant upon move-in.

Proof of compliance for technical installations

The owner’s liability is engaged in the event of an accident related to a defective installation. We require the submission of documents proving the compliance of gas and electrical installations. This allows us to manage emergency interventions without the risk of being held liable for negligence.

Equipment Document to provide Manager’s use
Electricity Electrician’s certificate of compliance Manage emergency interventions without legal risk
Gas Installation verification certificate Liability in case of leak or incident
Air Conditioning mazgan maintenance invoice Monitoring the lifespan of the device
Water Heater doud shemesh maintenance certificate Prevention of leak or burn risks

In the event of a mazgan breakdown, we consult the last maintenance invoice to see if the device is still under warranty or if an annual maintenance contract is in place. Without these documents, we cannot determine if the repair should be billed to the tenant or if it falls under structural maintenance at your expense.

Tax files and Israeli bank details

To ensure the transfer of rent, we need your local banking information. Please provide a bank account details document for an account opened in Israel. We use this account for the transfer of net rent, once management fees and charges have been deducted. Using a foreign account complicates payment reconciliation and can incur significant transfer fees that are not covered by the rent.

Regarding taxation, we request a copy of your Israeli tax identification number. This document is essential for managing withholding taxes if you are subject to specific regimes. We use this number to declare income received and to deal with the Israeli tax authorities. Without this number, we cannot justify the amounts paid or the withholdings made on your rental income.

Finally, we need your instructions for managing tax refunds or overpayments from local authorities. If the Netivot municipality issues an arnona refund following a change in the property’s status, we must know which account these funds should be redirected to. Rigorous management of these flows prevents funds from remaining stuck with public institutions.

Management of third parties and service providers

To maintain our management responsiveness, we need to know the history of the apartment. Please provide a list of regular tradespeople who have already worked on the property (plumber, electrician, locksmith). If a problem arises, we will prioritize a professional who is already familiar with the configuration of your apartment’s pipes or electrical panel, which reduces intervention time and troubleshooting costs.

We also request the submission of any existing maintenance contracts for specific equipment. This includes:

  • The elevator maintenance contract if you own the building.
  • The maintenance contract for the pool or garden irrigation system.
  • The monitoring contract for the alarm or security system.

Finally, if you have made structural modifications, please provide the authorizations from the homeowners’ association or the municipality. In Israel, any modification to the structure or exterior appearance may require approval. We must hold these documents to respond to any formal notices from the vaad bayit or neighbors, and to justify the property’s compliance during a resale or inspection.

Prepare a single digital folder containing the tabou extract, maintenance invoices, and your Israeli bank details. Centralizing these documents at the start of our mandate allows for rapid rental and uninterrupted management of financial flows.
